Administration/General Management: Human Resources Management
Human Resources Manager - USA Cycling (Colorado Springs, CO)

The Human Resource Manager at USA Cycling reports directly to the CFO.  The role will sit at the heart of an organization which seeks to transform itself into a high performance organization through the application of best practices in human resources management. The successful candidate will be responsible for leading all of the people functions of USA Cycling in accordance with a human resources strategy designed to support the organization’s overall business plan to grow the sport of cycling.  Key functions include recruitment, training and development, performance management, compensation and benefits, and succession planning. The HR Manager will be responsible for processing payroll and developing and/or optimizing all of USA Cycling’s HR policies, programs, functions and activities and should consider themselves a leader in the field. This is a full time exempt position located in Colorado Springs at the USA Cycling Headquarters.

1.     Manage the payroll process, including garnishments, taxation of employee benefits, employee earning and deduction codes. Review final payroll register before submitting to ensure no mistakes. Review timecards and vacation and sick leave requests. 

2.     Lead the employee recruitment process, including: posting of new job openings, reviewing resumes and forwarding potential hires to the hiring manager, scheduling interviews, advising hiring manager on compensation and benefits, creating offer letters, conducting background checks, communicating with unsuccessful applicants, and training all new employees in company procedures and policies.

3.     Maintain clear understanding of existing and proposed federal and state laws/regulations that affect human resources management. Identify trends that could impact organizational objectives and/or operational resources.  Work with legal counsel in interpreting applicable laws and policies in order to keep management and employees up to date and in compliance

4.     Oversee performance management process to ensure employees are properly reviewed, coached, and/or rewarded.  Assist managers in implementing process.  Maintain records on all performance reviews.  Ensure performance issues are being addressed.

5.     Encourage training and development for all staff by communicating potential training opportunities, organizing training programs, and working with individuals to address gaps in knowledge or skills.

6.     Ensure compensation and benefits package for all employees is logical and fair, consistent with local market, and reflective of performance and contribution.  Regularly analyze market data and communicate with peers in other sports NGBs to ensure USA Cycling maintains a competitive compensation plan.  Recommend adjustments where required.

7.     Prepare employee separation notices and related documentation, and conduct exit interviews to determine reasons behind separations and potential improvement actions.

8.     Manage the HR budget and monitor key financial indicators.

9.     Establish credibility and respect throughout the organization as an effective listener and problem solver with regard to people issues.  Maintain confidentiality and impartiality at all times.

10.   Update and develop job function knowledge through consistent education and training, reading professional publications, maintaining personal networks, and participating in professional organizations.

11.   Lead investigations into employee relation issues and propose resolutions.   Anticipate issues whenever possible, and develop, recommend and initiate appropriate steps for resolution.  Advise management in appropriate resolution of employee relations issues.

12.   Enforce the organization’s desired values and behavior through communication and the effective resolution of issues. Develop and maintain a company culture that emphasizes customer service, continuous improvement, team work, respect for others, and a love for the sport of cycling. Work with Office Manager to plan events and activities which support a productive and enjoyable work environment.

13.   Establish and maintain department record and reports, including job descriptions and contracts.  Maintain the utmost confidentiality with employee and business information.

14.     Work with Chief Financial officer on the implementation of the employee benefits including group health, vision, dental, life insurance, Health Savings Account, flexible savings account, COBRA and a 403b retirement plan and be the company subject matter expert on these plans including ensuring compliance with all laws including ERISA. Review and reconcile benefit invoices and submit request for payment processing.

15.   Oversee all short-term and long-term disability claims, as well as all FMLA claims.

16.   Oversee employee health and safety.  Act as safety liaison between USA Cycling and our Worker’s Compensation carrier, including the management of all WC claims.

17.   Periodically review, research, refine, and document all HR policies, procedures, and methods, particularly by consistently updating the Employee Manual.

18.   Work closely with Office Manager on implementing team building outings, office parties, building morale, creating anniversary & birthday recognition programs, and creating an overall positive work environment.

Membership Services Lead - USA Cycling (Colorado Springs, CO)

The Membership Services Lead helps coordinate USA Cycling’s customer service efforts to provide best in class support to our more than 60,000 members nationwide. The Lead also serves as the front line of customer service for USA Cycling members via phone, email, and in person. The Lead will help coordinate between the customer service team and other departments.
A strong customer service background in a high pressure environment is essential to success, along with a strategic mindset and ability to solve problems quickly and creatively. Experience with cycling, or another complex membership organization, particularly in the Olympic movement, is helpful.

1.    Working in tandem with customer service team to answer phone calls and emails, particularly outside traditional business hours
2.    Tracking and solving customer service issues as they are reported by the Membership Services Specialist and the Event Services Coordinators.
3.    Tracking, filtering, and reporting technology issues as they are discovered by the team and ensuring that fixes are satisfactory for members
4.    Helping implement customer service tool such as Zendesk or other suitable technology to track issues and provide better customer service to members
5.    Managing membership related email boxes, and ensure inquiries are being addressed in a timely manner; forward inquiries as necessary to appropriate staff
6.    Monitoring and tracking customer service issues and relaying feedback to leadership and teammates as needed to ensure ongoing issues are addressed, while providing proactive ideas and driving creative solutions to problems
7.    Welcoming and directing company visitors to the appropriate staff member
8.    Managing all incoming and outgoing mail including UPS and FedEx, distributing mail to appropriate staff, and handling all membership mail as designated
9.    Updating member information as needed to ensure correct data is contained in the membership database
10.    Managing inventory for print and promotional items and office supplies
11.    Placing office supply orders, receiving and delivering new supplies as needed
12.    Maintaining cleanliness of lobby area and conference center 
13.    Performing data entry and record processing work as required, including club applications, membership applications, and one-day licenses
14.    Assisting Membership and Event Services teams with administrative tasks as needed
15.    Assisting with planning and preparation of meetings, conferences, and conference calls

Knowledge, Skills, and Abilities:

·        Minimum three (3) years of customer service experience required

·        Associate’s degree or equivalent experience required

·        Knowledge of office best-practices and procedures to accurately process various types of administrative work under strict timelines

·        Strong written communication skills required

·        Experience with and understanding of competitive cycling preferred

·        Knowledge and understanding of USA Cycling memberships and clubs preferred
